Rate Survey - Sanitation Fee Consultant Q&A
Following is a list of typical questions from consultants inquiring about our rate structure. We hope that this page answers similar questions that you might have. Aspen Consolidated Sanitation District Service Rates:
Service rates are based on potential fixture use. We determine the fixture use category (Residential, Office, Restaurant...) and each fixture is weighed for the potential impact to our system where office space is a lower potential impact and restaurant use is a higher potential impact. Our minimum single-family residence is a three bedroom, two bath unit and the current quarterly rate for a unit that size is less than $100/per quarter (2026). We typically only adjust rates once per year and these adjustments are based on the Denver/Boulder CPI. Aspen Consolidated Sanitation District is a non-profit entity.
Tap/ Development fees:
Tap fees are calculated similar to service fees with a total fixture count based on category of use, these are called Plant Capacity Fee (PCF).
In addition, we calculate the other significant features per category that would affect potential impact to our system. These are called Line Impact Fees (LIF).
Examples of category impact:
- A single-family residential home has more than three bedrooms and two bathrooms there is a fee for each additional bedroom/bathroom over that threshold.
- A restaurant's total seating capacity can generate a LIF
- For and apartment/condo complex we factor how many one-bedroom, two-bedroom and three-bedroom units will be in the total project.
Tap Fees - New Construction and Remodel:
We look at the scope of the project to finalize the Tap fees.
- If the project is new construction there is no history to look back to and we cannot offer any credits.
- If the project is a demolition of an existing structure and a new structure will take its place, we will credit all tap fees paid that we have in our historical records to be applied to the new structures' total tap fee.
- If the project is a remodel, we will credit all existing fixtures that we have in our historical records and only charge a fee based on new fixtures added.
